Overview
In a workflow, you can set node assignees for all nodes except the Start Node.
If only specific members should be allowed to initiate a workflow, you can restrict who has permission to do so.

Design Ideas
Initiating a workflow is essentially submitting data through a workflow form. Therefore, you can restrict workflow initiators by configuring form submission permissions, just as you would for a regular form.
How to Set It Up
Configuring Form Publishing
Go to Form Publishing and add members or departments to the Initiate New Workflow permission group. Only the selected members or members of the selected departments can initiate the workflow.
Demonstration
For example, suppose Erica is the only member added to the Initiate New Workflow permission group.
In this case, only Erica can initiate the workflow. Other members cannot initiate it.
